Just to clarify, this is not correct. It applies to all rookies:The rule only applies to free agent rookies signed after the deadline.
If the rookie is already available now...
He can be picked up and kept even after the deadline.
It is put in to avoid high draft picks who are suddenly available late in the season...

Some of the languages in the CBA is very complicated to me...
And I continue to misunderstand.
