If, by a plan, you mean "throwing non-descript teams on the ice and calling it a league," then yes, they have a solid plan.
If the league disappears, then the elite players have no place to play and professional women's hockey loses a lot of momentum. But at the same time, by throwing shit together like this, they only magnify the growing pains. There's no good answer, other than getting real investment, both financially from investors and interest-wise from the NHL, USAH and HC, into the league and not doing everything on a shoestring budget. Until they do, this league will continue to be run like the SPHL with a better social media presence.
