Wasn't called a penalty in the game even though the ref is looking right at the play.

When they issue the League rulebook on the very day it starts play (fact), then instruct their on-ice officials to allow the players to increase physical play (rumored, alluded to, and indicated by wide-spreading behavior), plus they are competing for a share of a hockey market dominated by a league where such behavior is commonplace (another fact), why would anyone be surprised to see such actions in the PWHL game?

Why is it that for any other minor pro hockey league, there is widespread fan questioning of the accuracy of attendance figures? Why does the PWHL get a pass on that business detail?
