I agree holistically that this is a "winning issue"... because when McDavid jumps to a contender it wont be just "Americans".If the Canadian teams are scared to take Americans, the American teams will take Americans with undervalued draft picks and come out better on the ice in the long run, as the Canadians will have no choice but to draft further down the depth chart to avoid Americans, thus leaving them worse teams who will then lose their stars to American teams as their stars will want out to go to teams with a better chance of winning.
That's no solution (and neither is any salary cap gimmickrry). The only solution is for Canadian teams to be winners who can thus attract and retain talent, or for the Canadian NHL teams to break off and form their own league that excludes the American teams and hope that they can prevent talent from heading south.
But lets not act like these teams aren't run by humans that will misread the situation and react to the easy conclusion.
Also outside of MTL... none of the Canadian teams are creditably close to Stanley Cup caliber (this includes EDM)... so as they "build up" they need to likely focus on guys that will stick around long enough to get them to winning.
