All that matters is Luoto was previously signed to a NHL contract and became a UFA. It doesn't make a difference how he became a UFA, whether by contract termination or contract expiring.

50.8(d) reads "from March 1 through June 1", which would sound like till end of day to me (and I am assuming 5:00pm end of business day to match the Draftee deadline)

That’s if the player is considered a Draft-Related Unrestricted Free Agent.

As Luoto played in the NHL and had his contract terminated to become a UFA, I don’t believe he should be considered Draft-Related, but trying to get a final confirmation on that now. Theres a good bit of ambiguity in the CBA language.
