When do we start hearing about qualifying offers?
If the team fails to give their pending RFA one, the said RFA can declare himself UFA on "July 1" (meaning July 28th this year). We should know by then who didn't get one. But the teams probably will themselves let us know at the QO deadline.
As for the QOs themselves, as a rule the QOs are the very minimum they can be according to the CBA, so there should be zero surprise in any of the offered salary or if it is a two-way. The QO will be the very worst contract offer the team is allowed to give.
For example, last year quite a many guys right of their ELC took their QO and signed for the silly sum of $874,125, which is the mandatory 105 percent of the usual max ELC base salary $832,500 (=ELC max $925k minus the max allowed ELC signing bonus $92,5k). Teams really don't hike them up to even the much more sensible $875k.
