If his penalty expired on the clock why would he get a penalty for touching the puck before his skates hit the ice. Wouldn't that be like going out of bounds and touching the basketball before you established yourself inbounds? Just blow the whistle and drop the puck at centre ice.

Well, you are not allowed to play the puck while being off the ice. That applies to both the bench and the penalty box.
