The previous record World Cup ban was the eight-match suspension handed to Italy defender Mauro Tassotti in 1994 (for elbowing). In addition to the nine-match Int'l ban, the four-month soccer-related-activities ban will cost Suarez the first nine matches of his Premier League season. So 18 matches in total.
Why should FIFA not be able to do that? They are the governing body of football after all, so who, if not them, could do it?
With this being the 3rd time, I find the ban fully appropriate. They should have added mandated therapy to it, but I think FIFA really can't do that per their rules.
