What was the reason for the penalty change? It's not like delaying the game once potentially per game for 30 seconds was killing anyone. Football games are like 5 hours long hockey is easily the shortest running game on tv.

Did you see the complaints people had over the years about reviews taking too long? This new rule should make coaches more selective and only challenge when they are reasonably sure they are right and not just as a shot in the dark like AV just did

Because the people who amend the rulebook are too dumb and stubborn to admit their offside challenge rule was poorly written and too broadly applied - so, rather than amend it properly and fix the wording (so those 10 second later offside bs challenges are gone), they just add a penalty to deter use of it.
