The way I understood OP, it's first 8 called up, not top 8 players. I would imagine every position needs to be represented.

I take Panarin over Tarsenko every day of the week

I think Panarin is arguably the best russian player right now in NHL.

You might be right. Svechnikov has a strong case to be in the first 8 also.

Again, if I was constructing a roster, I would go by position. Who are the top centers, top wingers, top defenders and top goaltenders? First 8 would be top players at each of those positions.

If I were to give a ranking of top 8 Russian players, it might be Provorov and 7 forwards this season.
