Why isn't Estonia a minor hockey power?

Nope, it's just the IIHF-sanctioned tournaments. I certainly wonder when did he move to the other side of the gulf though.
 
You missed Finlands population by 1.5 million. Doesnt sound much but percentually 5.5 and 4.5 difference is significant.

More i wonder why norway isnt closer to finns and swedes.
