I'm quite curious what "he can play half of the game" is supposed to mean. Are you trying to suggest he isn't good defensively?

I see how you see it that way but I think he just meant that elite dmen are workhorses and play 26+ minutes a night. He’s likely using it as an argument to justify an ice tilting dman over ice tilting centre. Assuming it’s basically a coin flip between the two, it would make more sense to take the equal player that can be deployed for more time per game.

Real NHL scouts and execs seem to vastly prefer Schaefer to Hagens at a rate of 7 to 2.

They're delusional and think Schaefer doesn't have the offensive upside to be worth 1st overall hence compared to dmen who haven't put up big numbers. They were also completely wrong about Byram(who would be ppg with PP1) and Schaefer is a more calm version of him. Hagens is a darn good player but he's a Beniers level player who is definitely part of the top 4 talents this year but isn't a franchise talent. Hagens is a undersized center who imo defense gets overrated but will put up points. Still a good defensive player I'm his fanboys will jump on but he's no Bergeron/Kopitar.
