Because countries miss out. Gimmick teams are not supported in the same way as countries where pride is involved. It makes a joke of the rankings for countries ranked 7 & 8.
For me it massively cheapens the tournament. Either its an international best on best tournament or it's an nhl gimmick showpiece like the all stars. I know what I want to watch.
