Who should take the blame in Toronto for letting Marner walk and get nothing in return?

Look at the mess in Toronto. Kept going all-in on a buttery soft core with no D or goaltending. No relevant hockey experience where he wasn't gifted a job through nepotism. He clearly has no understanding of the sport and it shows through his gross incompetence in two cities.
Have any specific moves in mind?

Not trying to set you up for a gotcha, genuinely curious about your perspective

All I know is, I watched the vast majority of the games and I saw lots of times where Stolarz or Woll bailed them out. I think they are both above average NHL goalies. As a tandem, they were in the top 5.
With Marner and Tavares. It will be very difficult for those goalies to replicate their seasons without the two star forwards and an aging D. To be honest I’m struggling with the leafs roster. Domi is now their 2C. Not exactly sure who their 1RW is. These aren’t small holes. Matthews rumoured back troubles. This is the first in three years I’m not picking the Leafs to win it all. Imo this leafs lineup will be hard pressed to make the playoffs.

First year he's hit 100 points, so he's a 90 point player, which is still amazing.

No one is to blame.

Leafs went for it, hoping for a different outcome and nothing happened.

Still time they can make a trade with a team for that 8th year, but doesn't sound like he wants that right now.

If there is an issue, its with Shanahan who fired Dubas, which sounded like he was going to make actual changes to the core, likely Marner.
Gaylord, only the team that had his rights for the playoffs can offer the 8th year. And that contract has to be finalized before 7/1, and one UFA eligibility commences only 7 year contract can be offered.

To the OP question, vast majority Shanny.

Re-signing Rielly, Nylander, Marner. Getting Tavares when it was obvious they needed D. Firing Babcock for holding the kids accountable for floating. Kadri trade.
What about in Pittsburgh?

One thing I wonder was how much of these moves in Toronto were his own because Shanahan always struck me as a meddlesome type.

I've always felt that the whole 'you have to trade a player before they get to FA' is overblown. In a cap world, cap space is huge. Sure you might not necessarily land an equivalent piece in free agency, but odds are if youre letting a 10 mil dollar player walk youre going to sign an 8 mil or so (or more) replacement.

Edit: the exception is if youre looking to rebuild. Then sure, you gotta move that piece and bring in some picks and youth. But if youre a team like TO who is most likely re-tooling/maintaining status quo, the loss can be negligible.
how many 100 pt scorers make it to FA?

It's going to take a decade to undo the damage that hiring Dubas has done. That monstrosity of a contract should never have been signed.
That Marner contract was a generous deal by Mitch Marner in 2019.

Per Friedman back in 2019. Marner had pitched a 3x15 million dollar deal! He wanted it to be similar to Werenski, just for 3x more money.

Toronto made a wise choice. He didn't walk for nothing. Toronto got his full contract worth. If you would have traded him, you lose him, but you get something else. Probably nothing awesome. We weren't talking first round, picks and prize prospects.
