I don’t know who is first but I could see a very real possibility that Power is not with the Sabres in a season or two, while the other 2 are likely safe with their current teams for the foreseeable future.
 
Sabres. At least their management staff wants to win.

SJ is still too early in the rebuild. And Chicago has shown no signs that they want to give Bedard any help yet whatsoever.

Don't disagree with what you are saying, but Buffalo organization wanting to win doesn't seem to be helping....they are currently dead last in the East and limping towards their 14th consecutive playoff miss.

Sharks could be there in 2 years. They got the destination. Got their 1C and 2C, 1D and 1G prospects. If sign a few big names, they will get there quick
 
Sabres as long as they don't lose patience and sell a bunch of their dollars for 60 cents again. They're closer to competitive than their current position in the standings would suggest.

I’d say Sharks. Sabres have more pieces but the East is more competitive. Sharks seems further ahead than the Hawks and the Pacific isn’t particularly strong. Of course, Power is the only one that we might see traded in the next couple years.

Pretty much this and I really wonder what people are doing voting Sharks here as buffalo is close.

Maybe in 4 years time San Jose is the better team but that's not the question being asked here.

Buffalo isn’t close though, they’re currently last in the East. They’re definitely better and closer to making the playoffs than the Sharks are now, but if they don’t make the playoffs before the Sharks get better than that doesn’t matter much to the question
 
The popular choice will be San Jose, but that's because they're on the hype train for no reason. Buffalo is the choice here. As good as Celebrini may look, the end results are eerily similar to Bedard's last year, and there's no guarantee of a sudden jump up. Most importantly people underestimate how much it takes to rise up from a level as bad as Chicago and San Jose. Those teams are trash, and most of their young talent isn't even in the NHL or has barely reached it, let alone ready to make a run. And does Chicago even have the young forwards, or San Jose the young defensemen, to make that leap? I don't see it. Right now Buffalo is as close to Wild Card territory as Chicago and San Jose are to Buffalo. The Sabres are minus one horrific stretch contending for the playoffs right now. Their best players are young, spread across the roster, and still have potential for more. Wouldn't surprise me to see Buffalo make it next year.

I know that they aren't close this season but on paper they are much closer than the other 2 teams in the poll.
 
Rebuilding clubs show what they are when the pressure to play the right way in order to compete for the playoffs is insisted upon by (usually) a new coach. There’s a transition of expectations. The Sharks and Hawks are still a couple years away from that turning point. The Sabres have past that point and we’ve seen the results.
