I feel like Yakupov. There were some questions on whether Michkov should go over Bedard and some touting that he's the best Russian prospect since Ovechkin but Yakupov was pretty universally touted by scouts as fans as a first overall pick and got a lot of that "best since Ovi" talk.
That draft was kinda weak though

Except that being the expected 1st overall in 2012 is not a great achievement. He was hyped, but in a 'best of a bad lot' kind of way. To be head and shoulders over Galchenyuk doesn't carry nearly as much hype as being debated over Bedard.

I’m fuzzy on this I remember a lot of hype for yakupov but I also remember talk about Edmonton possibly taking Ryan Murray. Feel like Demidov post draft has to be up there. Us hab fans are going crazy.

But fact of the matter is there was conversation about who was better between Michkov and Bedard at a point In time, and we know how much hype Bedard had

In his Draft-1 year, Michkov achieved the generational prospect label. His Draft year wasn't sensational, but if it weren't for the geopolitical moment and signing a three-year contract, he still probably would have gone Top 4.

For this list I’d rank it like this:
Michkov, Yakupov, Tarasenko, Demidov, Svechnikov, Filatov, and Cherepanov.

other notable have been Kostin (some had him as a top 5 pick of the 2017 draft) and Podkolzin (a lot of talk about him being top 3 talent in 2019).

How is Tarasenko third and Svechnikov fifth?
Svechnikov was seen as a franchise changing forward who would have gone 1st OA in 2017 and would have challenged Hughes for 1st OA in 2019.
Meanwhile, Tarasenko wasn't even a lottery pick in perhaps most shocking draft of fallers we've ever seen (Fowler, Gormley, Pysyk, Etem).

In terms of hype, Tarasenko was being touted as a 1OA pick

In hindsight, sure. Think it depends on how you read the question. I don't recall a lot of people touting 2012 as a weaker draft pre-draft. If anything, people's expectations for the kids in that class were too high at the time. The class ultimately didn't shape up well but the hype behind Yak was pretty high, the way I remember it.

See above. I could be misremembering but with 2012 being the first year I actually watched a good amount of game footage of the top prospects and reading through multiple threads on the prospects, it felt like there was a lot of excitement for that draft class that the majority of those kids didn't live up to. I mean Mikhail Grigorenko was being talked about by some like a future 1C.

I think that was mostly smoke around Edmonton having promising forward prospects in Hall and RNH and needing more defensive depth. I don't think anyone actually thought anyone but Yakupov was BPA at first overall. Burke touting Reilly notwithstanding.

After being drafted, Kaprizov had a few big years in the KHL before being a rookie in the NHL. He ended up being a Calder winner in his D+6 season. He's probably up there even if he's not the answer.

Michkov had the most hf hype but in terms of scouts I'd say Yakupov. Even though his hype died down by the draft day, he was seen as a surefire #1 for 2 years

He wasn't as hyped as the other names mentioned, even though Dolla Bill will be the best of anyone named.
