Coyotes. I think they are the only true joke of a team in the league. 5000 seats arena... nuff' said.

But since OP asks for 2 more:

Blackhawks. They are of the very bad joke variety however.

Maple Leafs. Their playoffs woes every... single... season... are hilarious.

Wait are we doing all-time or just the last few seasons? If all-time the Blackhawks are no where near the top 3, especially with the decade they had in the 2010s

The scandals from Chicago puts them right up there, all-time or not IMO

I will say this: voting for the Leafs is crazy. They make the playoffs every year. With some of the dreck at the bottom of the league, Toronto is not even in the discussion.

Depends on how you interpret ‘joke’. They are a perpetual punchline.

However I’ll add a sixth under-the-radar contender: Pittsburgh. Would have relocated without “timely” draft lottery wins.

It's not crazy when they keep embarrassing themselves in absurd ways.

For example:

It was 3-1
Losing every game 7
It was 3-1 2.0
Losing to a Zamboni driver
Etc.

All this, despite having the biggest budget in the league.

Buffalo - troublesome owner who can't get out of his own way to hire competent people to run the hockey team over and over and over again.

Arizona - it's the arena. I want them to get their stuff together and I enjoy how Tournigy has them playing but man, this is ownership issues of a different take.

Chicago - as was mentioned, though I did consider Toronto for their struggles.
