Looks about right to me germany 2 above swiss 2 is surprising but swiss 2 has been on decline and has less foreigners so it makes sense

Yep, looks right, but if the bars represent the strength of the league, Sweden 2 should be closer to Germany by a third of the Sweden 2 bar.

I'm by no means a fan of Mestis, but one can reasonably argue it's a better league than Maxa liga rather than ten spots below.
