Based on nothing more than the Canes historic Pokemon theory of defensemen (Gotta get them all!), I'm going to say Carolina.

It would be the most carolina move ever. They need forwards that can score goals and end up getting a defender.. story as old as time. Atleast Ekblad would bring them Stanley Cup experience.

They'll need to resign Samoskevich rouhgly 2.5-3M
If Bennett signs for 8M like reported and they get a 6th defenseman for 1M, a 13th forward for 1M and 2nd goalie for 1M, it leaves them 5.5M to resign Ekblad. I don't think he'd leave that much on the table.

They'll probably have to dump someone like Rodrigues if they want to retain Ekblad.
