Ref the game like it is reffed in the NFL.
Call all the calls, even if it's a tie game in OT3 of Stanley Cup finals with 2 minutes to go.

Goals should be worth 6...7 if they can follow up by shooting the puck over the net from the blue line.

I'm a proponent of increased net size. and zero tolerance on obstruction. but since you're looking for a minor change, reduce goalie equipment to minimum, rounded, form fitting size needed for protection.

if that's too drastic, then give goalies regular sticks instead of fat ones.

don't allow icing while short handed.

allow line changes on the fly only.

Bigger nets. Really thats it. Scoring is down bc with modern goalie techniques (and equipment) even the average goalie has a .915 save % or better. Back in the day the average was below .900
