Pretty sure the majority of people are at least somewhat bilingual, either fluently or somewhat. However some that can speak it will choose not to out of principle, and that goes for both sides. In Montreal though, most people speak both. Almost any job requires you to at least have comprehension in both languages. It's in the boonies where you'll find a lot more unilingual francophones, and considering where they live that's fine and makes sense.
