I see a few of them up by the very entrance. This photo was shot today:

I think I'll leave it there. Seems the city nor X have said anything about this and it's purpose. You personally have stated they're to keep "maniacs" out. I guess that's the best we can come up with at this point.

Construction Starts March 31, 2025​

  • Reconstruction of Minnesota Street from 9th to 11th Streets is scheduled to start again on Monday, March 31, 2025.
  • Minnesota Street will be closed between 7th and 11th Streets.
  • Streets crossing Minnesota Street (7th, 9th, 10th and 11th Streets) will remain open to traffic.
  • Vehicle traffic will be detoured to Wabasha Street. Please follow all posted signs.
  • Sidewalk access will be maintained on one side of Minnesota Street. Please follow all posted signs.
  • Access to businesses, residential properties, and parking lots will be maintained.

I certainly got info on construction when looking into this a day ago and you could have said that to answer my OP, but does that account for all of it? Maybe it does, I'm not sure.

I assumed you knew what the extra bollards would be for. There have been bollards there for years though is the point we were making. This isn't sudden

Has anybody ever noticed this, or have seen anything about this?

There’s only used to be 2 plugs and now there’s 3. I bet they were installed to try to steal from me. Has the city, state, or country mentioned anything about this? If not, the most likely scenario is that someone is targeting me.
 
It’s very strange that they use these measures to protect pedestrians from people in large city centers that are driving distracted. Wonder if they accounted for the people that are taking photos out of their moving shitbox passing by the X because they are triggered by formed concrete in this plan?

“Well you see officer, the reason why I am currently wrapped around said formed concrete is because I didn’t notice the person cross in front of my car as I busy taking photos of this concrete so I can share the photos in outrage with the remaining smooth brain family members and friends that will still talk to me.”

No lies here. The biggest problem on our roadways today is distracted driving and speed. That’s a fact.

It’s very interesting that you won’t say what you are actually thinking. Embarrassed to own up to them? Come on now honey, don’t be afraid.
