These have been common anywhere there’s car traffic & pedestrians. Ever been to a Target? Those red balls outside on the sidewalk aren’t a design.

Nope. Sorry mate, I've been in st. Paul my whole life and my pops was even a season ticket holder for many years, so I've been to (and driven by) that arena more times than you can imagine.


Why are they there? They look gross.

Is this a reference to what happened in Florida? Why did you italicize recent arrival, and why is the Tesla free? I'm so confused now.

Why are they there? They look gross.
Pulling up Google street view, they’ve been in place for years.
 
Those look like safety blocks (they come in a lot of different shapes). It keeps vehicles away from crowds and keeps pedestrians from walking into traffic.

Lots of entertainment venues have them because it's cheaper to be ugly and pay a lower insurance bill.

Others here have been to the X several times. Some of us have been season ticket holders since the beginning of the franchise. Some of us have been in transportation our entire career and understand more than most about what happens on our roads. These are there purely for the reason that the general population is to distracted by their devices, their own lives, don’t care about others, and frankly to stupid to give a shit. As long as they can be glued to their phone, unaware of their surroundings, taking photos outside of their moving vehicle, using the iPad in their vehicle that now doubles as a device to control all functions of the vehicle that is all that matters because it matters to them and not the impact it could have on others.

148 people were killed on MN roadways last year for the simple reason that others were distracted or driving too quickly. So guess the more common reason why these are needed and not the reason you are portraying? Granted, we all know these are facts and this belief system has a difficult time with those pesky things.
 
People and cars can coexist, thus ending the great 120 year car-pedestrian war. Isn't it?
That's so weird. And all this time we didn't need cement barriers on sidewalks? Wow. Man. I wonder what has caused this imminent t demand for safety. 🙄
