What does IIHF cancellations mean for Women's Olympic Qualifying?

With the cancellations of the 1B and 2A tournaments, but the others being played, how will the IIHF give ranking points out for the non-playing countries? I guess it will only affect who has to play who in the qualifying tourneys as none of them can qualify directly, but I am curious when they are going to clarify this as well as playing groups for next year that now would have unbalanced numbers of teams.

the 1B tournament had over 1000 per game last year, not far off the top tournament in Finland and better than 2018's top level tournament in Michigan.
