I'm pretty sure that the game is CBS's choice for their exclusive 4:25 PM window game that each network gets one or two of. Fox I know chose the Dallas game week 1 for theirs.

Yeah it certainly looks like it. I just don't remember a time where their pregame show has been live in a city. I don't think I've seen them outside the studio.
