They were waiting for each other to call time out. Giants didn't want to go too early in case the Eagles really did go for it. Eagles wait because they weren't going to go for it, but didn't want to show their punt unit and have the Giants call time out early.

Wentz was able to get out of the pocket and get into a rhythm and gain some confidence and looked the part of a top QB in the league as a result, in large part because Vaitai came in at tackle and they now know or have to have Wentz start moving around. Wentz also had to trust and throw to guys that probably didn't have many reps, and have been waiting for goons like Agholor to get the f*** off the field and give them a chance to make some plays.
