Again, the text of the rulebook is intended to convey a jump into an opponent when you are hitting them. Pettersson is getting targeted with a hit, not the other way around.“probably” does not mean “isn’t”
And by the rule book, this is a penalty…be mad at the 99% of the time the refs miss the call, not the one time they didn’t
