Charging - A minor or major penalty shall be imposed on a player who skates, jumps into or charges an opponent in any manner.

Obviously if you're standing still it's not physically possible to "jump into" someone. Are these bozos going to call every player who jumps to grab a loose puck or leaves their feet to turn away from a hit? Of course not.
