No, you can 'shoot' the puck to anywhere on the ice. If you were to clip a guy in the process of icing it, it still wouldn't be a penalty. A 'shot' has a different definition for scorekeeping purposes.

Sounds more like you are "dumping" the puck anywhere on the ice.

A shot is a shot on net. If you are shooting the puck, it's because you are making an attempt at a scoring chance.
