It is not a penalty unless a Kings player does it.
I am usually I am not a ref complainer, and I don't think it is intentional but the bad calls need to even out, or at least call the Hawks the same as the Kings. Too many missed/ wrong calls one way. If it is a penalty against one team it needs to be callee other way as well.

That being said, an upset Quick could spell doom for the Hawks
