Anyone know if he would be eligible to represent Kazakhstan in the future?

Unless he goes to Kazakhstan and plays two full seasons there, it is highly unlikely.

Are the rules not the same as with US/Canada dual citizenship because, Sean Day was eligible to play for Canada without playing minor hockey there.

Sean Day never played for Canada officially in an IIHF event. He would have been eligible for the U-18 team (if he made it) because he would have played two full seasons in Canada. He's eligible for the States as he played most of his junior hockey there.

The only notable exception so far has been William Nylander, who managed to find himself in a situation he wouldn't have been eligible for any country.

I see yes, Antropov has spent no more than one year playing hockey outside of Canada,so as of now he is ineligible to play for any other country it would seem.

Yeah, and when Day was trying to play for Canada he would have been in the same predicament as William Nylander. Born is Belgium but live or play there long enough to qualify, lived in the States but didn't have US Citizenship (got it in 2016) and hadn't played in Canada long enough. That is what happened with William Nylander. Takes a rare set of events.
