Is it good for the Raptors? Sorry I am not good to understand how sign and trade works in the NBA...

It means the Raptors will get something back from the Heat in exchange for facilitating the deal (because the Raptors have the ability to offer Lowry a contract that he couldn't get from another team if he just went straight to them as a free agent).

Word is that the Heat would send back Goran Dragic (for salary matching/cap purposes) and interesting young frontcourt player Precious Achiuwa. The Raptors would then be expected to either buy out Dragic or flip him to another team (Dallas has been named) for even more assets.

Basically this means that Lowry gives the Raptors one last assist on his way out the door and the team gets some sort of value out of him departing instead of him leaving for nothing like a "regular" free agent.

What a remarkable, incredible, unprecedented run for Lowry in Toronto. The fights with Masai and Casey, almost shipped out to New York, wanting to leave in 2017, and almost getting traded in 2019. In between and on either side, one of the hardest working athletes in the city's history who wound up perfectly fine staying in Toronto at the 2021 deadline, won a Championship in 2019, and now goes down as the greatest Raptor of all time and just as important to the city's sports culture as any Leaf or Jay in the last 50 years. Hopefully the barn can be packed for his return to Toronto. He deserves the roof to be blown off for him.

Why would teams or players want to do a sign-and-trade?

Teams benefit because they can get something in return for players they otherwise would lose to free agency.
For players the benefits are limited, because a player can receive no bigger contract via sign-and-trade than he can get by signing with his new team directly (four years, 5% raises), and can receive a larger Bird contract or Designated Veteran contract only when staying with his previous team. It also is much simpler for the player to sign directly with his new team, as a sign-and-trade has to be agreed to by three parties rather than two. A player really only needs to seek a sign-and-trade if he wants to go to a team that is capped-out (or doesn't have enough cap room to give the player a high enough salary) and can't sign him directly.

Another factor encouraging a player not to seek a sign-and-trade is that his new team might be weakened by losing players or draft picks in the trade. So while a sign-and-trade is a useful tool when the team does not have the cap room to sign the player directly, the player and his new team have little reason to seek a sign-and-trade when the player can be signed without involving his previous team.

The Lonzo S&T return came out right away but nothing on Rsptors return
 
Nerlens Noel for MLE would've been such a great deal for the Raps. Way better than Allen/Holmes for the price tag they're going at.

I don't think it's for-sure completed yet. Everyone just believes that it's a foregone conclusion that's what's going to happen. Or the basic concept is agreed on but they still have to hammer out the details

So this must signal that the Raptors are planning a rebuild?

The way things went last year they weren't going to turn it around and contend this year, so they might as well ride it out for another year or so and see if they can pick up some more assets and expedite the process.
