Nobody in hockey tells the NHL what to do. The thing to worry about is if the NHL wants to be as inflexible as MLB has become with its minor leagues. This long predates the reorganization that just took place. So far, NHL owners seem to enjoy a bit of flexibility. I don’t see any emerging reasons that this will change imminently. If they DO change their mind, nothing in the AHL will really stop them.

Henderson Silver Knights goes back to February 28th, 2020 when the team officially bought by Vegas from SSE, but no real pricetag was revealed publically or is it posted there on their team site once the league approved the application once it swapped from an expansion bid to a relocation bid....
I'm also not sure how active the San Antonio Rampage webpage is today, if that site exists in name only....

the Rampage website no longer exists as it redirects to SSE'S AT & T Center, and the same redirect that had been on the https://www.sarampage.com WEBSITE no longer exists.... the Facebook and twitter page links stop basically around May 18, 2020 or roughly ten days after the league suspended the season.... BKSE officially applied on the 6th of February to apply for the application to the AHL BOG, which the League approved on the 28th of February of 2020 which is also the day or shortly after Henderson Silver Knights was introduced through the Vegas media and that's why their site (News - Henderson Silver Knights) Begins on that announcement of the creation of the HSK franchise henceforth.

yup, hence when I searched multiple ways.... to see what would it come up with..... I know it was reported in the Vegas forum and related in on the Business forums here... then I checked San Antonio since that's where the franchise came from, hence the FB/Twitter FEED to even see if the Rampage webpage had been allowed to expire once SSE sold it.... and when I clicked on that link in Google it redirected to SSE'S Arena page aka AT& T Center....That's what I figured when your when you reported a failed web search.
