They seem to make up the rules as they go … CHL players getting lunch money made them pro but somehow playing in the SHL was cool. Nothing about NCAA eligibility makes sense to me

Wasn't there a kid a couple years ago who'd played a year in the OHL and the NCAA accidentally deemed him eligible and just let him play anyway?

yes but even if he had been healthy all along he would likely have been the odd guy out .
