He has some classic segments and spots, but since his return, he has been not that great.

They've used him and pushed him way too much. FFS, him and the Miz were tag champs at one point.

To his credit, he's a lot better than Stephanie, but that's a really low bar to clear.

I don't think WWE makes promos for PPVs anymore.

Even in the early 2000's the actual PPV itself would be shitty like the ECW takeover of WWF but the promos were out of this world. The Survivor Series PPV itself was shitty, but can you imagine the HYPE for it based on the promo?
