I just don't understand why WWE has part timers come into PPVs to specifically wrestler and win just so they can draw attention, then the part timers like Rosey don't even work RAW

Who was their last great star that didn't transition from being a popular heel to a face? Maybe Eddie, and that was easily more than 15 years ago. (Not counting NXT because one or two successes don't make up for the countless people they f***ed up.)
