Because they moved from Griffith Stadium in the 60's and received another expansion franchise which was later moved unfairly by Bob Short who took over ownership. The Senators at the time never should have been moved to Texas.

Also, it seems like baseball is really "failing" there now...they got a new stadium which has revitalized southeast DC. But it's a total failure right?
