under 18 etc

Hello, i was wondering how all this under 18 under 20 under 14 etc teams get picked? Do you try out for them or do you have to know somebody?
It just seems as though I have seen players who I thought would play on something like that only to look at the teams and see that the player who would have been on there was not.
Are these provincial "under" teams that important?if so how do you get on one? thanks .
