But, in fact, Trouba threw the elbow out in the direction of Necas' head, and then Trouba had to shift so that he got his hands out in front to protect himself from the boards. I don't think he was bracing for the boards. But in that image you quoted, Trouba's elbow is making contact with Necas's upper arm, and necas is already in the process of going down. you should not be let off the hook just because a blatant attempt to injure a fellow NHL player happens to fail.
The league may choose to do nothing about it but you can bet that at the very least, conversations were had about this and the refs will keep a closer eye on Trouba..

The NHL has handed out long suspensions before. Raffi Torres was suspended for 41 games. That was in 2015.
