So in their case it will be opened on Monday and Tuesday.

Also, Cowen might not be eligible for that second window because of the bolded part in the following:

CBA Section 11.18: "Ordinary Course Buy-Outs Outside the Regular Period.

Clubs shall have the right to exercise Ordinary Course Buy-Outs outside the regular period for Ordinary Course Buy-Outs in accordance with Paragraph 13(c)(ii) of the SPC. Each Club shall be limited to no more than three (3) such Buy-Outs outside the regular period over the term of this Agreement pursuant to Paragraph 13 of the SPC. However, in the event that a Club has only one salary arbitration hearing pursuant to Section 12.3(a) in a given League Year, such Club shall not be entitled to exercise such an Ordinary Course Buy-Out outside the regular period.

Moreover, a Club shall not be entitled to exercise an Ordinary Course Buy-Out outside the regular period for: (i) any Player who was not on the Club's Reserve List as of the most recent Trade Deadline, or (ii) any Player with an Averaged Amount less than $2,750,000.

If the average salary has gone up more than 12.7% between the 2013-2014 and 2015-2016 seasons, that $2.75M treshold would now be higher than $3.1M, the Averaged Amount of Cowen's contract.

For this year they're looking at around $7.6 million in cap space, if they lose the Cowen arbitration, and utilize Horton and Robidas LTIR room. In terms of factoring in the carry over for 2017-18, since the ELC bonuses aren't shielded by the LTIR, they would have to carry all of it over, seeing as they're over by around 700k without LTIR.

As you can see, utilizing only players already signed for the 2017-18 season, they have plenty of cap space (over $20 million) going forward. That's why when they made their trades they acquired salary (Greening, Michalek, Laich) that had so little term left, so that when the ELC's get to RFA status the decks would be cleared in case they earn big raises. That wouldn't have any effect until the 2018-19 season, and that's if any of these prospects pan out, which isn't guaranteed.

Extending one of Polak/Hunwick just to expose them could be an option, if we go the 4d/4f protection route. Or a trade for a scrub dman to expose. I'd personally rather protect all 4 with a trick like this, and basically force Vegas into taking a forward like Bozak.

No matter what, we're in amazing shape for the expansion draft. SO MANY of our top players don't need to be protected, and we have no NMCs that we're forced to protect. We're guaranteed to be giving up very little.
