Rebuilding is when you trade players who have no future and replace them with younger assets.
The difference is emphasis, tanking requires committing to being really bad, and even trading players at a discount to achieve that goal.
Rebuilding is a commitment to a long-term strategy to get younger and more talented, but not to deliberately try to be a bad team. A rebuilding team is more likely to add NHL ready prospects who can help them win in a year or two but are still consistent with the strategy.
