Those are sort of interconnected, aren't they? If Bouchard-Ekholm is on the ice while all the goals are being scored, some other pairing - let's say Nurse-Ceci - needs to be bleeding goals against. Or the other way around. So each end of the list is sort of reserved for defenders on not so well-balanced teams.

Top 10 are Dman who are well above their peers in positive impact and bottom 10 are the biggest liability for their team.

But your chart doesn't show that. Carlo is playing difficult minutes, while Valimaki for instance plays sheltered minutes.

Notice how Vlasic and Sanderson are near the top in GF%, while also playing the most difficult minutes in the league. Both are by far the best Dmen in that top 10 you posted.

This seems like it just punishes defenseman who get lots of d-zone deployment and have good goalies. Of course Brandon Carlo has bad expected numbers, he had the 4th highest defensive zone start percentage in the league on a team which depended on their goaltenders to make tons of saves.
#8 Olli played on the literal most sheltered pairing in the NHL this past season.

This looks like it’s relative numbers, I.e. how you did compared to your teammates, so to have a pairing right at the top you would need a d man wayyyy at the bottom.
You can’t really use this to compare players from different teams, as the situations aren’t the same.
