It's not incompetence, they famously swallow their whistles in 1 goal games with 5 mins to go. It's bullshit and gets guys hurt bc everyone knows it.
 
I've played a fair few contact sports in my time, but it really does seem that NHL players don't have a lot of respect for their peers, or really care about safety
 
Orpik certainly has not shown regard for the health of other players during his long career.
Very consistent that way.
