It seems like a lot of the team is bad at listening to coaching. I don't think think this is a Quinn problem, there's hundreds of players who follow instruction even if its not what they naturally do and a lot of these guys just don't. Ship em out.

I’m intrigued to see Boo “First Line Center” Nieves in the top 6.

Every coach ever hates lazy offensive zone penalties with a burning passion.
Quinn clearly doesn't bench guys for sucking, but for being lazy and/or stupid. You can suck as long as you try.

From his reaction (I assume you're talking about the Colorado major) Quinn didn't consider McLeod's hit worthy of a major so he's not inconsistent there.
