They are if it's not an attempt to circumvent the cap, and this wasn't. He was just added to Worcester's roster to qualify him for the AHL playoffs and when the AHL playoff roster deadline passed "recalled" back to SJ's. Because he is still being paid his NHL salary the whole time he counts the full day against the cap, so no circumvention, and no issue.
