No one is picking him up unless it is a backdoor trade to circumvent his partial-NTC.
Maybe the Lightning have a deal to move him with an asset but want to see if he is claimed first. Other people have mentioned Pittsburgh, which makes a lot of sense. They should be able to fit him once you account for the cap hit of the player he would replace. He had success there before. They also are trying to acquire draft picks and prospects.
An NTC doesn't excuse you from poor performance. If you're so bad you lose your roster spot and no team wants you for free then yeah that should go out the window.
