If Hedman was the only guy on the ice, I’d agree. Sergachev was in the middle, which means it likely wasn’t a clear breakaway.

He came in and hit him at or just before the whistle. He wasn't anywhere near Marner when all the hooking happened - he was on the other side and trailing the play. The only reason it may not have looked clear cut is the hooking and holding made the play slow down. But it was.
