Teams might be interested in him, but may not claim him and instead work out a trade after he clears so they can either send some salary back to Vancouver or have Vancouver retain some. Happened to Jussi Jokinen twice. He cleared waivers in Tampa and then right after that, Carolina traded for him sending Wade Brookbank, Josef Melichar and a 4th round pick to TB.
Years later, Carolina waived him and once he cleared, they traded him to Pittsburgh for a 6th (or 7th) round pick and retaining some salary. Granted, those were mid season moves, but the same principle applies.
