correct. classic knee-on-knee penalties are given to players who miss their man entirely, and desperately put their leg out to catch something.

This player had his target lined up. And hit him on his body. The "knee-on-knee" portion is almost incidental.

The penalty is still somewhat reasonable. But should not be anything extra.

Still a great game! IIHF Championships are awesome.
