The best bang for your buck is to buy an antenna and a OTA PVR. Almost every antenna will get you CBC since the signal is strong. Depending on your location and the strength of your antenna, you might also get CITY, they carry games.
So you get Hockey Night In Canada and all the playoff games for what will probably be a one time $10-$20 purchase. If you need a PVR, you might have to budget an additional $50-$100.
You won't get every Senators game that way, but it's better than nothing if you don't want to pay for a subscription. It's quite a good value. You also can watch NFL on CTV.
The irony is that if you want all the games, it is not actually cheaper to cut the cable. Assuming you're already paying for internet, the cheapest thing to do is to call Rogers once a year and pretend you're going to leave, and keep trying until you get a CSR who will give you a good package deal.
There are Russian torrent sites that upload games, usually within a few hours. I won't link to them but there are about 720 of them on some pier somewhere dotted around Russia. I would never illegally download media, but if I did I would say I would prefer it to watching on cable because it's a lot easier to watch a game after the fact on VLC in order to skip whistles and such.
